Xbox LIVE Primetime service is facing delays. Microsoft is holding off to release the new service until November. The reason given is to create a smooth launch of the service.

Microsoft Corp. has decided to delay the launch of its new service, Xbox LIVE Primetime until November. The reason given was to have everything completely ready for a smooth launch.
Xbox LIVE Primetime was highlighted at E3 2008, and is a service that allows players to compete online for real prizes. The service would include virtual game shows that can only be played on Xbox LIVE via the Xbox 360 at certain times.
{slot15}The first show that was scheduled was a show based on the NBC game show called 1 vs. 100 where players compete for actual prizes, and not just Xbox style points.
Microsoft is still planning on launching the service but it will be on November 14th instead. Microsoft is calling the service a "new Xbox experience" that will also feature a new and improved user interface.
The interface is geared at making player socialization easier. Its also designed to allow gamers to buy games more easily over the Xbox LIVE service.
